GVWR on a trailer is the most that trailer may weigh fully loaded: its own weight plus everything in it. The manufacturer sets the figure, and federal rules require it on a label on the forward half of the trailer’s left side. It caps the trailer itself. It says nothing about what your truck can pull.

The federal definition is short. GVWR is “the value specified by the manufacturer as the loaded weight of a single vehicle,” and a trailer counts as a vehicle. So a trailer’s GVWR covers the trailer alone. The truck has its own GVWR, and truck plus trailer falls under the truck’s gross combination weight rating, GCWR.
What does 7000 GVWR mean on a trailer?
A 7,000 GVWR trailer may weigh up to 7,000 lb loaded. Everything counts: frame, deck or body, axles, spare, propane, water and cargo. What you can load is GVWR minus the trailer’s empty weight.

Use your own scale ticket. Options such as a spare, toolbox or ramps add weight that a brochure figure leaves out.
Then size the truck to the loaded trailer. A trailer you will load to 7,000 lb needs a truck rated to tow at least that for its exact configuration, and its tongue weight comes out of the truck’s payload. Check the pair in the towing calculator, or look up your truck’s rating by VIN.
Trailer GVWR vs GAWR
GAWR is the load one axle system may carry, measured where the tires meet the road. The certification label lists one per axle, front to rear, or a single value for identical axles.
For RV trailers the federal rule links the two: the sum of the axle ratings plus the manufacturer’s recommended tongue weight must be at least the GVWR. So a 7,000 lb GVWR travel trailer can ride on axles rated at less than 7,000 lb in total, because part of its weight sits on your hitch.
Both limits apply at once. A trailer under its GVWR with too much weight over one axle is still overloaded.
Does GVWR include trailer weight?
On the trailer’s label, yes. The trailer’s GVWR is its own weight plus its load.
On your truck’s label, no. The truck’s GVWR covers the truck and what rests on it, which includes the trailer’s tongue weight but not the rest of the trailer. What is GVWR on a travel trailer?
The same rating, plus a second label. RV trailers must carry a “RECREATION VEHICLE TRAILER CARGO CARRYING CAPACITY” label, printed black on yellow, stating “THE WEIGHT OF CARGO SHOULD NEVER EXCEED” a set figure.
The figure must keep the trailer within its GVWR when loaded to it, worked out from the unloaded vehicle weight as the trailer was configured for delivery to the dealer, with full propane tanks counted in that empty weight. Water counts as cargo. The label states what a full load of water weighs, at 8.3 lb per gallon.
At delivery a copy is on the inside of the forward-most exterior passenger door on the right side. Fill the fresh water tank and add gear, and you can reach that limit faster than expected.
